I was appointed to the Indian Foreign Service after my graduation on the basis of the competitive Civil Services examination held in 1963: 1964 is the year of my allotment to the Foreign Service. My 37 years as a Foreign Service officer have provided me with ample experience and exposure to divers facets of diplomacy. My tenure as Foreign Secretary in particular, was singular for the series of history making events that impacted on our foreign policy and which called for responses and diplomatic finesse of high order. These provide me with skill and competence to function effectively and with ease in a multilateral organization and in a multicultural environment. The period of my tenure as Ambassador to Mexico was a period of great socio-economic drama in the country’s history – a sudden collapse of the economy, followed by a painful period of economic and social restructuring followed by steady and substantial (economic) recovery. The whole tenure was a useful lesson in development economics – especially, of effects of globalization and regional trade agreements. My 4 years saw good improvement in bilateral ties and trade between the 2 countries. One of the largest direct investment in Mexico during that period was by an industrialist of Indian origin.
